If you have an aggressive image, making a minraise or something could work really well here. His line looks fishy, so if you're aggressive enough that he might think you're bluffing him, making a minraise could work really well imo.
Also I'm not so sure villain is going to bet on the river all that often. As random said he could be betting like 88 or something here and he's probably going into c/c mode on the river.
If he sees you as tight and won't see a small raise as a possible bluff, then calling is probably better cause he might keep bluffing sometimes.

You need to include 44-JJ into his range.

Flat, and call/value bet the river.

his lead looks fishy and fishey dont wann fold flush draws 66 or any Qx to a small raise
++ on a blank river you can still rep a busted draw to him and make him call his Qx or even 66
