Is it standard to flat a 4bet in position against an opponent in position in this spot? Hero's image is loose and opponent is a tag. Should hero just 5bet shove 1010 here?

MP pots to 3.25bb. Hero 3bets with 1010 to 11BB. Opponent 4bets to 28bbs. Hero?

Can the plan be to call and shove any low flop?

I probably wouldn't 3bet unless opener was a big fish who opens light and calls too many 3bets OOP. In that spot, I think you can 3b/fold even though it feels really gross, because villain's calling range is so wide but their 4bet range is likely JJ+/AQs+.

To answer your question, 5bet shoving is probably very -EV unless you and Villain have history and you know Villain can 4bet light. That just shows why it's bad to 3bet TT as your default play in this spot.
