I've been waiting to see some responses to this. That's a crappy board for a TAG flat calling you in position, as it hits his range hard. I think you are either flipping or a dog to most of his range. The best case scenario is he has a pair+draw, and instead of 3betting the flop you might have got the money in on a blank turn.

I fold the flop to his raise and look to see if he raises cbets often

All I can say is don't 3bet this flop... depending on the villain I would either fold to his raise or call and CRAI on a safe turn card.
