Because we want to raise hands that can dominate.
There is no way to hit / fade draws more often. The way to win is to get it in with dominating equity more often.
Reasons to raise include being nutted in your distribution, holding blockers to your opponents best hands as well as not holding blockers to your own outs.
Here, not raising is a big mistake. We have the nut draw, we hold only two of the suit, and for the cherry on the cake, we hold a top pair / full house blocker. This means he is unlikely to have top set. If he doesn't have top set, he is making a terrible mistake by getting it in with us on the flop, because it means his hand is dominable.

@OP, on the river, you are looking at the absolute strength of your hand which is not relevant here. His river range is full houses and missed draws, and you are holding the main draw. Your relative made hand strength is the same on the river as it was on the flop, except the bet is ten times larger. Clear river fold.
