You are mostly right for VPIP/PFR, but just knowing a number isn't that helpful because how solvers construct those ranges won't be how you construct them ... thus. you can both have 20% PFR but be wrong.
Also I think 3bet ranges can quickly go off the rails. The solvers/matrix/etc. are assuming GTO opening ranges by villains, which is "slightly" wrong vs. better players but massively wrong vs. worse players, with some of them limping a bunch but only be opening AA and maybe some premium ds stuff.
