I think you need to make your decision on the turn about shoving or folding since there will be so many cards on the river that will complete something and you won't know what to do. IMO key question here is if he c/raises flop with a set. as played I think I would put it in on the turn.

Some kind of additional information on villain would be nice here.. having a club and 2 jacks blocks a lot of his x/r bluffing range.. that said, don't think we should be folding.
Either way, fold or shuv, but don't flat.

We are blocking all his bluffs. Against an unknown I think we have to fold unfortunately. If he is an aggro player we can stay in. I agree that if we are continuing we might as well go all in. It is a minraise to put him in at this point.

After turn raise most often you would be against trip 8 or a flush draw that got there on river.Betting small on wet flop and then bombing turn on static board is questionable.

Top 2 no redraw is a great hand to flat wet turns with in most situations,just not this one as no riv except from an offsuit wheel card or a board pair that give you a boat will satisfy you.If opponent is tough then it will be even worse as he'll manage to balance river bluffs and value bets preety good,and youll be left guessing.

Vs the usual bad PLO25 player id jam turn as the only hand that beats you and is not a semi bluff is flopped bottom set/no redraw that slowplayed for a safe turn.

If you got reads that villain is weak and will play river face up depending on whether he hits or not then yeah,flatting turn is perfect.
