CO opens ~20%, doesnt fold a lot pre. He doesnt has a lot of strong made hands, but SPR is kinda hight for pot-calling.

Explain your reasoning for the 3b pre, followed by the flop check/call

3bet pre for thin value, i assume this hand will realize more Eq with lower SPR OOP

This is one of the better flops you'll get. You should definitely be continuing. I don't agree with your reasoning, but it still lends itself to betting flop.

Your whole conception about what kind of spot this is wrong. You didn't 3 bet pre for thin value. You 3 bet pre w/ a monster hand. You got a good flop for both your actual hand and your overall range. Bet a 2/3ish size on the flop and get the money in if he raises. If he calls, pot any turn that's not a J or a diamond. You're going to lose a stack here sometimes, but overall this a money-printing situation for you.

Unless I feel comfortable blasting away at these sorts of flops against this specific villain, I'm not 3-betting.

If I'm going to 3-bet OOP to set up an SPR of 4, I'm erring on the side of lunatic aggression rather than being at all passive. At that point, I think lunatic aggression is harder to exploit.
