Betting Strategy Question 6 Player Micro PLO

I would like your thoughts on this...I join a 6 player game and see a player with anywhere from $15 to $40 on a $4 max table, therefore the player has likely been on a very good winning streak. I have seen many players with this high a stack lay down 3x to 5x the BB pre-flop almost every hand. It's quite obvious they are not getting amazing hands each deal, but that is how they constantly bet. A few players call them each flop, or raise. They may end up folding at the turn or going all the way to the river. The typical scenario plays out where they lose 18 cents to 2 or 3 dollars, only to win a large pot a few hands later and increase their stack.
What are your thoughts on this general betting strategy in micro? I know this is generalized without taking player/table complexities into account, however, I have seen this time and again and seemingly work in favor of that type of betting behavior.

Aggressive fish on a hot streak
I would not recommend this strategy
These are the type of players that you really want at your table

aggressively iso them with hands that have a good flop equity distribution and try and play postflop HU against them. Their range will be very weak and they will be basically throwing money at you longterm with your huge range advantage and hopefully positional advantage.
The deeper you get the wider you and iso in general.

Having a 90% range or whatever is terrible and of course easily exploited by just solid 3betting and flop raising, but always potting the range that you do decide to play is correct.

them only losing 18 cents to $3 relates to them losing $18 to $300 every 100 hands of them doing that for a very terrible win rate
