Hero - Newer to the table. No showdowns of note. $21.52
Villain - no notes. Starts hand with $11.72

OTTH 6 handed 20PLO

Folded to Villain on the button who limps.
Hero has A278 in the SB. Hero calls.
BB checks option.

Flop ($.6) A95
Hero checks.
BB checks.
Button bets $.6
Hero calls and BB folds.

Turn ($1.8) 7
Hero bets $1.6
Villain calls.

River ($5) 7

What is the Hero's best sizing here and why?

Pre is a fold. Flop is a fold. Turn is a check, can either x/c or x/r.

River is a good block bet spot, but at these stakes sizing up to half pot to get value from flushes is good. If it's a station a bit higher even could be good.

I thought of 3 sizes that would make sense.

Small. $2 - Will get calls from most flushes and some straights (maybe). FH might raise. Air might raise.

Value City $3.5 Will get calls from flushes. Nut straights maybe. FH will mostly call. Air will fold mostly.

Pot that B! $5 Will get calls from high flushes. Very few straights. FH will almost never raise and Air will almost always fold.

Maybe my thought process is flawed here but I think the $2 is best. thoughts?

We pot. Turn and River makes it less likely you had it. You don't have hearts, so he's more likely to have it. Unlikely he has 99 or AA. Maybe you can get lucky and he overvalues 97 and jams on you.

Unlikely V has straight here given turn action with 2 flush draws out.

Think you just have to hope he's got a boat or a strong flush, and doubt he folds $5 but calls $3.5, and $5 just looks bluffier. I wouldn't be surprised if more players call $5 than $3.5.
