Is there a program or website that I can plug the 4 cards I have and give me a percentile number or ranking?

Probably not exactly what you're looking for but this should be a good start.

You can also plug in the hand and compare its equity to a certain percentile like, KKJT v. 15% range and get the hand’s equity using pro poker tools. It’s a loose approximation of its ranking if it comes up with something close to 50% equity.

This is what I am looking for ... now need to figure out how to run it on my computer.

The reason I ask the question is playing some tables of PLO or NLO there are people going ALL-IN pre-flop frequently and I am deciding what to call with.

http://propokertools.com/

You can do like 15%6h for top 15% 6 handed, I think default is 8 handed. It's desktop only, and there's a free license on there for now.

PPT has it for many forms of Omaha. If consider it solid for limit games but somewhat misleading for big bet games. Convenient for quick and dirty analysis of spots, misleading for constructing strategy. Imo.

Neither the tool nor the results themselves are misleading, they can only become so if we interpret them incorrectly.
