Things like "X gives you worse hangover than Y" is like 99% placebo. If there is any real difference at all, it's probably more likely to have something with being in different situations when drinking certain drinks (eg. you tend to drink X on hot summer days, or drink Y when you are eating a lot of Z) Also stuff like drinking speed (you usually get faster drunk with vodka or champagne than beer) and amount of water consumed over night, beer is mostly water so consuming same amount of alcohol as vodka makes you a lot more dehydrated.
But if there is any difference, afaik most researches would suggest that drinks with darker colors (like red wine or whiskey) tend to give worse hangover than vodka. Strong vodkas are the most purest alcohol with least impurities what you can get, so if you really tried to minimize the hangover, you'd buy high quality 80%+ ABV vodka, and mix it with water.
