Having two 9's is pretty bad (we want villain to have T9 hands).
You are roughly 50% vs. JJ+:ss and also vs. 65, which are the main kinds of hands CO has which pots and stacks off. If villain pots and stacks off light you might be doing better sometimes, if villain often has 65:ss or T9:ss (although having the 9s helps there, I guess) you might need to hit quads

As PPG said we can have a leading range here, and this hand is a good candidate.
