hi,

there are 36 cards that pair the board if we do not have a pair and 37 or 38 if we have a pair.
Anyone understands the math behind it?

I think you left the word "don't" out somewhere. How can there possibly be 36 cards that pair the board ever?

4 cards on hand and 4 cards on board each 3 outs 16 + 16 = 32 outs x)

I highly doubt that. If you did, burn it.

Before the turn there are 3 (three) cards on the board.
There are thus a maximum of 9 (nine) cards that pair the board on the turn.

You have four cards.
Three on the board.
Nine pair the board.
9 + 4 + 3 = 16.
52 -16 = 36 cards that DON'T pair the board.

You are welcome.

There are 45 unseen cards after the flop (52 minus your four hole cards, minus another three flop cards).
There are 9 cards maximum that can pair the board, assuming the flop does not have two or more cards of the same rank (three remaining unseen cards each of the three different ranks of flop cards is three times three). However, there may be less board pairing cards depending on how many of your hole cards match the flop cards.
