there are a total of 16 9,2,5, 6s there are 4 on the board and 2 in our hand. that makes 10 outs assuming your 99xx has no 2 5 6 or six and if it does then subtract those.
so we need 10/44 cards so that is ~23% so around 4-1. also you are assuming implied odds which this is obv a very generic question but plo players are definitely capable of folding the nf on a paired board especially when your hand is face up like you are drawing to it so don't count on getting a lot of the hand in the long run. also, be careful of undersets in this situation. consider we hold 99xx on a A

and have a redraw to the nut full house. basically you just have to be aware of the combos that ppl can hold and you're not always good there when the board pairs.
consider the board pairs in our second situation. and opponet leads out for a pot sized bet. you should definitely consider flat calling because we would be forced to fold to a reraise.
