No - the theoretical reasons behind raising are completely different and in 5 card villain's range will have much more equity than NL.
Trying to fold out jt9xx hand seems unrealistic, hero is more likely to fold out some medium strength 1p and 2p hands.
Hero is unlikely to have the strongest hand of the 4 players, but has too much equity to want to turn it into a bluff and should expect to give up on the majority of turns unimproved vs normal-sized bets.
Raising the flop is also unattractive because Hero does not want to face another raise, against which he is mostly supposed to fold.
I don't hate a 'click it back' raise to something like $75, but view it as mostly unnecessary.
