I was ready to fold to a reasonable bet, but this shove made me scratch my head. Is this ever a bluff at these limits?

This is a no-brainer fold. Your hand is extremely bad for bluff catching because firstly, you have two hearts, which block the flush draw. This makes it extremely unlikely that villain will make moves with busted flush draw. That is not all. You also have a 9, which blocks another possible bluff 98 and 96.

Overall, you block all of the bluffs and none of the value. Thus, a no-brainer fold.

With 2 overs and backdoor NFD on a relatively dry flop, I'm putting in a CB.

Wouldn't this be a bad place to Cbet because BB has all the nutted hands and we don't? Or am I overthinking this?

Firstly, his range might be sligthly more nutted if we just look at 2-p/sets, but we still have a significant range advantage and those boards don't get attacked near enough.

Secondly, we have a hand that benefits immensely from the feq we gain by betting. And this is a board we're going to barrel multiple streets with a very high frequency

What Panny said.

It's a fairly harmless flop even though it is all low cards because BB just won't have too many combos he can continue or x/r with. Sets, some two pair sure, but that's it. No flush draws and few straight draws.
