Internet poker.

1 table $10 SNG. Middle stages. 5 players left. I have about 18 BBs.

2 players also have about 18 BBs, 1 player has about 10 BBs, and one big stack with about 33 BBs.

Action folds to me.

The big stack has folded, the SB has a 10 BB stack and the BB has an 18 BB stack.

I am on the button with A7off. I have not been a real active player, I have been folding a lot.

Should I raise? If so…shove or 3x? If I raise 3x, should I call a re-raise?

I'd likely min raise fold here (against standard opponents). Could min raise call sb if have read he is shoving like 25-30% or more.

I would minraise, call the SB and decide if BB shoves. Open-shoving is a bit too much cuz BB has 18BB, and while it can't be too bad of a play it's just better to minraise with pretty much all of your range here. You risk less when you're bluffing and you won't be put in too many tough spots generally. Just keep in mind that if you minraise you can't fold too much to the SB who will be shipping it a decent amount (especially if there's antes). A7 definitely strong enough to call.

Raise/fold > raise/call > shove > fold Versus unknowns. If B.B. 3bet shoves wide, I might prefer a shove.
