Because in a vacuum his 3b range has you crushed on a JT6Q board. The Q on the turn gives you showdown value but there's very little you're ahead of on the turn that would check/call a flop bet after he 3b pre. There's no reason to be scared about giving a free card to the few hands you're actually still ahead of (KQ/AJ/88/99 or the very unlikely AcXc that isn't specifically AcKc since a large portion of those AcXc hands may not be floating the flop).
