Judging by the sum of the stacks (13500 chips), it's a spot from a 9-man STT (with payouts 50%/30%/20%), right?
Anyway, as Hero only has 3 bb and is about to be hit by the BB, the shoving range indeed has to be wider.
I've run FGS (future game simulation) at depth 5 in Simple Nash (I'm not subscribed to HRC currently, sorry; the FGS option is available in the HRC settings too), and
here's the result: Hero's shoving range is as wide as 31% due to future game considerations.
