No body shop is painting anything for $50. For $50, you might get a guy with a can of spray paint to spray bomb it.
Rates vary nationwide, but our body shop charges $50 an hour labor and $30 an hour for paint materials. From the pictures, and assuming the scratches on the tailgate will buff out, you're looking at 1 hour paint time to paint the handle ($80) and 1 hour repair time to buff the tailgate ($50); total =$130. If the tail gate needs painted, replace buff time with 2 hours paint time and materials ($160) for a "blend" plus 1 hour paint time on the handle; total =$240. If the owner insists that the body shop paint the entire lift gate (for better color consistency), paint time goes to about 4 hours ($320).
Hell, the owner might insist on not only painting the entire lift gate, but also on blending the roof, both quarter panels, and the rear bumper, so the color will match better.

The estimator can make recommendations, but in the end, it's not up to the body shop on what gets painted; it's up to the customer or (most often) the insurance company that is paying for the repairs. I'm thinking that a reputable estimator will recommend painting the handle and either buffing or blending the lift gate.
