Try this: when the dishwasher finishes its cycle, open the door and pull out the racks while it's still nice and hot and walk away for like half an hour. Nearly all of the water on the cups will evaporate. It doesn't work as well with plastic stuff but it's still an improvement. You don't even need to use the heat dry function if your water is hot enough.

Maybe that won't work for you for whatever reason but it works great for me.
