Most coffee shops foster the "come in, relax, stay a while" environment. I've never known a coffee shop to demand anyone to buy anything before setting up a laptop, etc. If he's going to be there for two hours anyway, it shouldn't matter if he sets his crap up first.
I understand the counter argument that business owners don't want mooching loiterers and thus want to ensure a sale, but demanding a purchase up front is bad business for a coffee shop because competitors don't do that. Mexican restaurants aren't obliged to give out free chips. It's free food ffs. But it's bad business if they don't because there's a competitor half a mile away that does.
Obv he needs to buy something at some point, and it's weird that he went to the cashier and didn't order anything, but plenty of coffee shops will accommodate that behavior. These places are so interchangeable and so numerous that it's dumb to annoy a customer this way.
