When I was a teenager, I worked at a pool/tennis club (conveniently located right next door to our house) and the phone at the front desk had a small lock through the 1 hole on the dial. This was to prevent us kids from using the phone for personal calls...the phone was for incoming calls only.
I became quite adept at "tapping out" phone numbers. As you mention, the rotary is simply breaking the connection as it turns back and we found we could mimic this by tapping the buttons under the handset. The hard numbers, of course, were the ones with a lot of nines or zeroes in them (you had to tap 10 times for a zero). The tapping had to be quick and rhythmic. I became the "go to" guy for people wanting to place a call.
