Right. I picked a bad example as I didn't realize the sign was for a forklift. But there are plenty of examples of top down on road with moving drivers.

im pretty sure the speed limit of the road determines if words are printed bottom to top

I've had some dealers at the Hippodrome make fun of the way I say water. Apparently it is heard as "wadder" to Euros. Jokes on them though, obviously.

You realize that "to be" should go between "needs" and "washed," right?

I hear the "needs X" construction all the time and it drives me nuts. I also have no idea how something like, "This car needs cleaning!" is pretentious in any way.

Yup, all this. I'm fine with "that car needs washing," but "that car needs to be washed" or "that guy should wash his car" are fine too.

The latter is obviously correct. The former may sound ridiculous - it doesn't to me, but whatever - but "needs washed" is the worst of all three.

I read online all the time someone saying "this needs fixed" and it's like nails on a chalkboard - I think it's becoming a more popular way to say things - i can't ever remember people saying stuff in that way 10 or 20 years ago.

Perfectly fine. Now we're using a straight noun, instead of a gerund or a passive participle. We're probably veering in to the "grammar and punctuation nits unite" thread's territory at this point, though.
