I had something similar happen but it was at an Ice Cream stand.
They have multiple windows open, and there is a line for the next one. This old guy slinks around the corner just as a window opens and walks right up.
I said hey Old Man, the line is back here. He turned and saw the 10 people waiting and didn't move. So I repeated myself. At this point he did goto the end of the line, but talked **** the entire time he had to wait. LOL

Yes, there definitely should be a cone there. That's why I listed the policy-making bureaucrat, but it's also possible that actually IS the policy and one of the crew just got lazy and didn't do it.

The other reason to get mad at the bureaucrat is that they probably set the policy of "if someone does end up in that lane, treat that person like you would if the lane were open" which kinda makes sense from a "give your customers the benefit of the doubt" perspective but in the end probably just encourages the rule flouters.

When analysts and commentators of football say "The Football" an excessive amount of times when simply saying "the ball" would suffice.

It would be like while watching baseball or basketball if they constantly said baseball or basketball while talking about the ball instead of simply saying "the ball" Like no one says,

"You need a team that can CATCH THE BASEBALL" on a sports show, theyll say "catch the ball"... but in football its like... "RUN THE FOOTBALL".... er you get what i mean

Thus the point of doing it is really to draw attention to your ass, which is nice/understandable when women do it, but odd when a man does it. Either he IS trying to draw attention to his behind, or he is a moron

when watching a "plays of the year" countdown and in one of the earlier plays, the announcer says "that's the [catch/save/dunk] of the year" and then later on in the countdown, they show another catch/save/dunk that happened chronologically before the first play.

Yes, in retail there are a lot of practices which benefit flouters because management 'doesn't want trouble'.

The solution would be to install some spikes that could come up out of the pavement when the lane is closed.
