This doesn't sound cheap, or stingy. It sounds like a low-maintenance dude who probably will retire with a few million and none of his neighbors will know it. It is stupid, I suppose, to pay PMI when that 28K is just sitting in a bank earning dick. But I don't see the stinge in it.

He also doesn't fill up his tank completely because of the "shock." He someone rationalizes the more frequent, smaller priced fill ups as being ok.
So you're saying he doesn't drive unless it's a hospital emergency or to go to and from work? Wait... you aren't saying that? You're just saying his gas fill-up routine is stupid and he enjoys wasting small amounts of time? OK. Again, not stingy, just ...weird. Esp. when we are in a high gas-inflation era. I always fill my tank up to the max as I assume next time out gas will be $1 more in total or something. And because standing at a gas station around gross people sucks.

His cheapest moment has to be when three of us went for sushi on Sunday (half priced). We were almost full, but wanted to split one more roll of 6 pieces. He offered that we get something cheap. The most expensive roll was $2.50 and the cheapest roll was $1.50 which would have made the most expensive roll $.33 more expensive per person. How the hell can such a small price differential even register in your mind?
A bit weird but still not a huge deal. If anything, the 2 of you should have been like "nah we want this other roll. Dealwithit." You are upset that he viewed $.33 as a huge price difference while at the same time you are viewing a couple pieces of sushi priced $.33 lower as some form of inferior food, not suitable for your 8th helping as you neared full engorgement. That could also be viewed as kind of weird. It's like you are shocked that he didn't opt for the
far superior $.42 piece of sushi instead of the
clearly inedible $.25 piece.
