I do this. I stalked a pair of running shoes for months while they went on sale, then clearance, then 50% off
that, on some kind of scratch-and-save day. Got them for like $25 and wore them for six years.
I can list off a lot of institutional stinginess. When I worked at McDonald's a million years ago I got in trouble for emptying the big dining room garbage bins when they were full but not yet overflowing (and thus, still a weight and size I could carry). The manager freaked out and followed me out to the garbage paddock, saying that businesses succeed or fail on their garbage bag consumption, and I was lucky that the owner didn't see this because I'd get written up for just throwing away $0.02 like that.
Years later I had a government job and the cleaning supplies were all from the dollar store, spray bottles with names like Glassdex and Amazing. Ordinarily I'd just call that cheap, but it has the stench of stingy considering their pay scales.
