That's possible. However, if there's big taxes on it people will do it less often. And that's a win. Also, it seems like getting fat on non-processed foods would be tougher than getting fat on processed foods. I'm not a nutritionist though.

Not inside offices, stores, parks, or having smokers clustered around doorways is sufficient. The beach would be ok except for the litter.
I don't hate smoking and I actually think your town has it right. In my opinion, feel free to do whatever you want in the privacy of your own home. Just don't do it where it could be a problem for other people. DC has that approach to weed: OK in your home, no good elsewhere.
