It depends on the service the dog is trained to perform. Anyone banging out ID for their service dog at an airport is a good indicator it's a pet.
I really can't see how a 5 lb dog can do something a 20-50lb dog can't do. Of course small dogs can, of course, be trained to be a service dog, but I just don't see why they are viable options to be a service dog with their vulnerability and susceptibility to health problems.
The point is, a lot of people with smaller breeds are going to try putting them in bags, purses, etc., and it's not a huge deal to me since they are contained, but a legit service dog should be on the ground the majority of the time.
