We now have an open carry law here in Texas as of Jan 1. The guns do have to be licensed. Some restaurants/businesses opt out by jumping thru some hoops but most don't. College campuses it's allowed, but they have to be concealed.

There are tons of places it's bad to take children and people get flack for it. Not everyone agrees on the places but almost everyone agrees on the principle

We have countless examples of people bringing emotional support dogs, cats, turkeys, pigs, miniature horses, etc. on airplanes, but yet most all of us have probably never run across a single ESA anywhere else.

Could it possibly be because there is an incentive to travel with one's pet? Boarding, pet sitting, all gets pretty inconvenient sometimes. Yambaggery, 100%.
It's more a matter of cost than convenience. Boarding and pet sitting are a lot more convenient than hauling around an animal while traveling. But they're willing to put up with the inconvenience because of their childish "I want my doggy" mentality and/or because they're cheap bastards.

How can you tell when someone is walking their dog whether or not it is an ESA?

Couldn't tell if the animal is doing regular animal things. Like walking a dog outside or feeding a chew stick to a gerbil in their cage at home.

But you don't see a ton of vested hamsters anywhere but the airport it seems.

I've eaten at a number of restaurants in Germany in which people seem to bring dogs. At first, it was a little off-putting, but I got used to it. I now don't mind it. I take one of my dogs to the local breakfast bagel place once in a while when the weather is good and we can sit outside. I wouldn't take him inside the restaurant. Not that I care, but he's a complete chick magnet -- we have people coming up to pet him all the time.

I still find dogs on planes to be irritating.
