Well, considering the law hasn't gone into effect, it is all guesses.
What business owner is going to call the police on their belief that there is a fake Service Dog? And the police are going to get there and the customer is going to tell the officer they have a disability and their dog performs a skill. And the police are going to still ticket a potentially real disabled person? That will go over well with the community.
Joke. There is no paper or proof of skill needed so this is a dangerous "outing" game. Which is why all disabled groups oppose this measure.
