From my understanding, which is pretty limited generally but even more so here, I still understand A) she was making no interpretation whatsoever. She was following hospital policy which is in accordance with the law, and in fact designed with the police IIRC.
B) she was making no interpretations whatsoever, since she was ordered as to what to do from a superior. She certainly was making **** up on the fly, without any input from others which is almost what you seem to suggest happened.
C) she was correct in her judgment anyways, however sketchy law enforcement dudes potentially due to their own agenda/liability disagreed.

Also this kind of take flies in the face of the people who think golfnutt is antipolice or whatever. It's also (seems to me, and I could be wrong) sorta victim blamey. (why is this nurse woman making judgement calls about THE LAW ovah heya, get ovah youself lady).
The nurse didn't make a judgment call at all, her decision was in accordance with hospital policy, hospital policy was made in accordance with the law, and she consulted with a higher authority rather than running wild with her willy nilly opinion/interpretation (which would have, in this case been correct anyhow).
