Some cats are just outdoor cats and absolutely will not stay inside. I tried with mine for about a year as a kitten and she'd find any means of escape she could. When escape wouldnt work, she went for "be annoying as possible" until she got out somehow.
Now she chills at home a lot but I'd rather her be outside and happy than inside bugging the fk out of me. I dont see how it's a nuisance to anyone else, outdoor cats are good pest killers. She bags at least one mouse a night (that i know of) because i find mouse heads randomly on the sidewalk.
Anyway most outdoor, domestic cats in suburban neighborhoods or cities have a really small range and mine is content to mostly hang out in our backyard and will sometimes venture into neighboring yards but that's about it.
