Your particular policy may not provide for cash out options, but there's nothing shady about the concept of getting cash equivalent to compensate you for property damage. Key is, as Diablo and others noted, that any future claims will be challenging because any recoveries will take into account that your car is already damaged, and the insurance company is likely to be very aggressive in deducting for that damage. That foreseeable difficulty in future claims is why insurance companies would choose to not offer that cash out option.
