Pretty common to mass follow a large amount of people who will often "follow back" and then unfollow to keep your ratios right. In the past Twitter would only allow you to follow 1,000 people in a day but I'm not certain if that's changed.
So how this would benefit him, for example, would be to find a specific person with a sports betting following, or tout that is respected. Most of the "followers" of said person are often following for the sports betting related content and would be similar to the masses you're trying to target. If you follow 1,000 in a day and 50 follow you back, and you repeat this 20 days straight, you now have 1,000 new legit followers that are your target clientele that you can now market to.
...users often unfollow after using these tactics so it doesn't look like you are following 50,000 people and have 1,000 followers.
