When I was in college I worked at a mom and pop pizza joint. Their signature thing was toppings first, then cover in cheese. A far superior way to make pizza. Part of our pay was a free small pizza every night. The ones I made for myself were the best I've ever had, verified by co-workers that I shared with.

I doubt it's an asian thing. I've always done it that way because the onions are unstable and tend to fall off. Gloopy stuff dumped on top tends to cement them down to the dog.
