"UP" means Upper Peninsula (of Michigan). The part where it snows like hell ~5 months/year. People there known (somewhat) affectionately as Yoopers.
I thought the overdone accents in
Fargo were more representative of the UP than northern Minnesota, if that's worth anyone's consideration.
