Especially the developmental series like NASCAR Xfinity are full of pay drivers. That's an important part of the business model. And even Formula 1 had a lot of them before they increased the requirements to get a super license. But there are still some.
But not all of them are as unsuccessful as that Ray guy. John Menard's (the home improvement chain founder) son won the Sprint Cup Series Brickyard 400 a couple of years ago. That's pretty impressive.
The important part is that while even the Confederacy had a couple wins (hello Fort Bragg), Ray Ciccarelli didn't have a single one.
