The notion that there exists The Will of Forum A and The Will of Forum B that are wholly separable things on a website where posters like you can and do (or did) post in both forums to such an extent that the organizer has such a difficult time setting an objective criteria to do everything he can to exclude posters of Forum B that he fails four times and counting to either shamelessly exclude the people he wants to or in the process exclude an unacceptable number of posters he does not want to is absurd.

Lots of post in both forums. To exclude people who participate in forum B will always make the representation of forum A incomplete,.unless what you care about isn't the representation of forum A at all.

Not sure this has anything to do with the organiser just an inability it seems for a number of posters to be able to put on different hats to suit the context and situation ("non-political" ones in this case for a contest in a non-political forum).
