Yep I think we eventually established that the guy meant bullseye, but possibly used 180 as it sounds better, or because he's a NED and used it accidentally.

I gave him too much credit during translation in any case.

Sort of like a student body president, I guess, although I don't really know what student body presidents do. A top pupil in the school, from the oldest class (what Americans call seniors?), who has mostly ceremonial duties and I guess at some point gives a speech.
Nothing to do with prom king - they're chosen at the beginning of the year, or the end of the previous year.
