Short answer:
minstrel shows. It's not like we as a country just woke up one day and said "that's it, no more black face." There was a long history of really racist performances of white people dressing up like black people, including dark makeup, that doesn't exist in the reverse. That's why it's way worse for white people to wear dark makeup to look black, then for black people to put on makeup to look white.
Then there is the general concept of punching up when poking fun at people. If you're a white guy making fun of women, minorities, gays or other groups who generally have a tougher go of it than you do, it's looked upon less favorably than if you're a gay black woman making fun of white guys.
