How moderators are chosen by administrators?

Hi,I have been having trouble with one moderator named Rapini. In my first thread with the casino dealer he made fun of me and no one seemed to replace him or warn him that you don't mess with people who possess mental illness.
How was he chosen? How was he so special?
I haven't done anything to him or anyone! I just wanted a friendly advice!
