That seems like an awful decision. It's not the strength of the storm necessarily, even though it's a strong mother ****er. The issue is how long the storm is supposed to sit on the coast, specifically SE NC and NE SC.

Looks like it's supposed to sit for a day before it starts moving south down the SC coast.

That's my point. If I left a flag up in a hurricane it's way more likely that someone criticizes my presumed lack of respect for the flag than someone checks on me because maybe I got hurt.

As a practical matter, if you leave your flag up in a hurricane and it gets blown away, then you won't have it available to fly upside down in case you need to signal distress.
