Wonder how that is going to affect stand-up comedy specials and showcasing new talent to the masses or has social media already bypasses networks in that area.

Comedy Central is a master class in how to drive a channel into the ground.
They spent years screwing over stand up comics by giving uncensored versions of their specials extremely limited availability online and burying airings of them on the channel in the middle of the night. Once Netflix and Amazon started producing specials they were only going to get up and coming comics desperate to get material out there any way possible.
They let the best talent from the Daily Show go to other networks and the ones they did give a shot at filling the Colbert spot, they never gave a chance to find their footing and develop a following.
It's also been years since they put a decent new show in the half hour behind New episodes of South Park. I think the last successful show that came out of that spot was Workaholics.
