He seems to be the type of guy who's naturally funny. His accent, delivery and appearance all seem to be made for comedy. But if it the material isn't about him, then he really isn't particularly funny. But just based on who he is, he can take things that really aren't funny and make them funny.
So pretty funny but not best ever. There are plenty of comedians funnier than him (Stanhope, Burr, Segura etc) but he's still pretty darn good.
How do I watch the Joey Diaz special?
I think Diaz is extremely funny on podcasts but always kind of doubted that it translated to stand-up based on the clips I have seen on youtube. Rogan exagerates how good his friends are at things but nothing really unexpected about that.
Bert Kreisher is the one that I really didn't expect to be that good but I was dying laughing watching him.
If you haven't watched Joe Rogan Live from 1996.. I recommend it. If you don't like that then you probably just don't like his stand-up.
