ROTC is just another major like any other. You still have to pay for it, unless you get a scholarship.

As for easy major, look at an education degree. Considering how stupid many teachers are, it should be fairly easy.

Western Governors University is 100% online, fully accredited in the US, and shockingly inexpensive.

The school uses a competency based model (every class can be instantly passed with an exam or project), and students pay a flat rate per semester allowing them to take as many courses as they would like per term. As such, a student can do an entire degree as quickly and cost effectively as desired.

For example, my spouse did their MBA at WGU in just one semester and for only ~$4,000 out the door.

If you simply need a degree to get that first job, or you need a boost to help with a promotion at work, I believe WGU is the best value in college education assuming you're motivated to knock out your program quickly.

If I'm hiring for a job this degree is actually a strike rather than a positive.
