They are legal in the sense that they are to be used for research purposes only. "no human consumption" They can still confiscated in the mail but that's the extent of what will happen. You are correct in the clinical historys of them. Most of these are the same structure with very slight changes from real thing. Sometimes those tiny changes can cause much different effects. This is why it's good to read the user specific reports..
The advantage is its normally a bit cheaper than the real thing, and ordering can be significantly easier when you remove the darkweb portion. Bitcoin/monero ect can still be a pain in the ass for the average user but it's a lot simpler than the darkweb.
A lot of the benzo and amphetamine research chems are greatly preferred over the real substances by a lot people. Take amphs for example. With adderall you get euphoria and the focus but also the tweakiness for some people. Different research chems have dialed in on the euphoria for one product, intense focus with little euphoria for another.
But like you've said there is not a lot known how most of these affect the brain and body long term. The risk of getting what you intend is not a lot different than buying a bag of coke or meth on the street and hoping it's what you think you are buying. The only difference with the real hard drugs and most of these is there are tests for the real stuff which you can use to make sure it is what it's supposed to be. AFAIK they don't have those for the chems but I could be mistaken.
