I'm not about to google P.A. licensing laws but I've never heard of a state that allows you to register (get tags) for a car w/o a current inspection ( if they require inspection). Was the car's inspection current when you bought it?

Conveniently NJ has no vehicle safety inspection.

The New Jersey Motor Vehicle Commission (MVC) requires most vehicles to undergo an emissions inspection upon vehicle registration and again every 2 years. Although the safety portion of testing has been eliminated in general, some vehicles still require safety inspections.

Drive the car to the seller's house. Park it in front, lock it up, throw the keys down the sewer and call an uber. Just eat the $600 it's hardly a buy in (maybe two for 1/2).

NJ is your problem, they are the biggest sticklers for any type of DMV regulation.. try to see if you can get it registered in NY if you still have a dl there.

What he has is the old title that belongs to the original seller, which has the owner's name and and address , he is trying to switch registration over to him.

I'm pretty sure he switched the registration (and more than likely the title) over in PA but now he's trying to retitle and reregister in NJ but doesn't have the proper documents he should have gotten from PA.

He went to a dmv services place and did something with the title and got temp tags issued.

In the states I know about, that means the title would have been transferred.
