A few months ago I purchased a vehicle with a P.A title. The title was in poor shape when I received it and sustained further damage in the proceeding months. I recently attempted to register my car in N.J and was refused due to the condition of the title.

Title has been signed and notarized, and those sections remain legible. I've called several tag services, including the original notarizer. All have informed me the previous owner is the only party that can obtain a new title. Previous owner has not returned my voice mails.


What are my options here?

Is there only one location where the registration can occur? If so, was a supervisor involved? May be worth trying to go back on a different day and hitting a different window if there was no supervisor called into the equation...

Have no idea how a title gets so mangled that it becomes illegible though...even the one on a vehicle Dad registered in 1970 still looked new when we had to re-register them to the estate after he passed...

What were you doing with the title that got it damaged?

The DMV clerk called her manager for a final opinion; he declined the title on the grounds that it could not be scanned. The signatures and notary stamp remain fully legible.

No, it's simply been signed and notarized. According to the tag service the individual I purchased the vehicle from is the legal owner. Therefore I am ineligible to request a duplicate; the previous (technically current) owner must.

That sounds right to me. The title is still in the previous owner's name and the previous owner still owns the car.

Car titles in PA are handled by private "title and tag" services and organizations like the AAA (you don't have to be a member to use their services, but you are charged more).

I just did a quick search, but are you sure the service didn't title the car in your name in PA. That seems like what they are supposed to do.

Legally, I doubt it (especially since it is notarized). If I remember correctly, you have to present a title to get temp tags (and that's just common sense). So PA clearly thinks the title is acceptable, while NJ is having a problem. In my state, you can get temp tags, but you don't surrender the title for a new one until you actually register the car fully.

I can only imagine NJ is more expensive, so I would've definitely registered my car in PA before moving.
