Most of the time, you can figure out why your child is screaming -- and if it's hunger or temperature, you can solve it pretty quickly. If they're otherwise in pain (ear, stomach, whatever), it's much harder to tell, but my kids were expected to do so at two and to attempt to use adult language in so doing.
When she was two and change, I took my elder daughter to a grocery store one night to get something that she wanted and she melted down after being in the store for perhaps a minute. I told her to stop screaming. She didn't. So I picked her up, put her over my shoulder, and walked out of the store as I said to her: if you scream, there is no chance at all you're going to get what you want. Never again did we have even a slight issue with that sort of thing. It's simply amazing how quickly kids fall into line when you routinely enforce no-whining/no-screaming rules.
I agree with all of this except for siding with the owner.
The owner is obviously unhinged, and therefore likely exaggerated everything. I mean the owner seemingly came close to having a nervous breakdown because someone had the nerve to order a menu item.
Take the owners version of events with a large grain of salt imo.
